Professor Kingsley Moghalu, a former Deputy Governor of the Central Bank of Nigeria (CBN) who contested for the office of president in the 2019 general election, on Saturday said the Independent National Electoral Commission (INEC) is not prepared for a free and fair election in Nigeria in 2023, going by its not-too-impressive method of distribution of Permanent Voter Cards (PVCs).

CITYNEWS NIGERIA reports that according to Moghalu, PVC registration and collection is an “acid test” for INEC.

“Nigerians are fired up for the 2023 elections. Their desire to perform their civic responsibility should not be frustrated by inefficiency or other factors of weak institutional service delivery.
